住友重機が通産省から求められていた「臨海施設の新しいありかたについての提案」である。ここでは、技術の進歩によって、海を舞台に人間の日常活動空間が、どれだけ拡がるのかということを研究/提案した。特に、海中での展開は、技術的に可能であることを前提に、快適なアメニティ空間を追及した。
